Private Sector Dog Regulations

However, there are a number of regulatory legal instruments aimed at regulating public relations in the area of domestic animals. These acts are intended to establish legal frameworks for the protection of domestic animals themselves and to prevent harm to these animals and human health. The basic regulations in this area are:

♪ Regulation domestic dogs, cats, as well as by-catch of street animals in human settlements, approved by Decision No. 834 of the Council of Ministers of the Republic of Belarus (hereinafter the Regulations);

- Decree of the Ministry of Housing and Communal Agriculture of the Republic of Belarus approving the form of registration certificate and stamps issued when registering dogs, cats, No. 19;

♪ Sanitary regulations and veterinary regulations on prevention and control of contagious diseases common to humans and animals. The massacres, approved by the joint decree of the Ministry of Health of Belarus and the Ministry of Agriculture and Food of the Republic of Belarus, No. 28/10, and many others.

A draft law on the treatment of animals is currently under preparation. This document is intended to close a number of existing gaps in the legal regulation of catch and animal content in specialized shelters. It will provide a specific and uniform list of animals allowed to be housed.

The general rule of domestic pets is that their owners are obliged to comply strictly with hygiene standards, to ensure the safety of people, and to prevent the contamination of these animals in public places. However, every individual has a concept of hygiene and human security. Unfortunately, it does not always coincide with generally accepted principles.
